The use of fractals for image enhancement (e.g. http://www.ononesoftware.com/products/resize9/ ) seems to be orthogonal from the choice of storage or wire format. If a browser wants to retinafy a low-res image, sure, go ahead and fractalize it. Getting back to the BPG discussion, it's not clear that it's a good idea to compress images using fractal techniques.
