Mesh doesn’t have the bandwidth. You would be sending a whole country over a wireless link. Multiple wireless links. Even with some special point to point links, you can’t beat fiber.
The other problem would be how to do the routing. The world sends the IP addresses to routers which are disconnected. Network is centralized so all the packets from country go to the router. Would have to VPN, which the whole country would have to install.
