I was a competitive swimmer and it's almost impossible to need to go pee while working out in a pool. Not only are you getting dehydrated by sweating profusely, you are getting dehydrated via osmosis.

I doubt Phelps was fucking with the interviewer. I was also a competitive swimmer and my experience matches what Phelps said.
