This was probably a joke about a lot of developers delegating coding to LLMs which are usually non-deterministic (which I personally think is less of an issue than LLMs not having specified behavior like programming languages do).
I consider the scene with Dr. Chandra and SAL 9000 to be a fairly realistic predictive description of how experts interact with LLMs. SAL even has a somewhat obsequious personality.

I think you've just answered yourself why.
Browsers are the most used applications on the planet. They have one chance to get an API right ("don't break the web"). They iterate on a new API for years. When they finally launch it, devs call it "clunky".
